OPERATIONAL PROCEDURE FOR HALAL CERTIFICATION BY HALAL FOOD COUNCIL INTERNATIONAL (HFCI)

|
How to apply JAKIM’s certification by a foreign company (Abattoir only).
|
|
|
|
|
|
Definition: Abattoir that slaughter animal and produces processed meat.
1. Communicate with Dept. of Veterinary. Services (DVS) Malaysia and fill-in the application forms to get abattoir inspected and approved by Malaysia Government. The process is G-to-G process where local DVS will get involved.
2. DVS will fix the date and will inspect the plant together with JAKIM officer. (Please Do Not send application to JAKIM).
3. During the inspection to the plant, local Islamic body (as mentioned in the application form) must attend to supervise the plant (together with JAKIM officer).
4. The Islamic body must have experience in halal supervision of abattoir at least supervising 2 abattoirs at the present time.
5. The result will be made known about 2 – 3 months later.
Note: The approval for meat (beef, chicken, etc.) includes canned product, processed product like frankfurter, burger, gelatin and casing. This means the DVS-JAKIM is the only authorities in Malaysia can approve it for Malaysia market.

One: How to get halal approval for restaurant (by HFCI).
|
|
|
|
Definition: Premises that cook and serve food.
1. Fill in the application – The meat (beef, chicken, duck, etc.) must be slaughtered by Muslim according to Islam and the halal certificate must be tendered / attached.
2. Desk audit will be done carefully in the office.
3. Inspection to the restaurant / premise will be carried out when Desk audit succeeds.
4. Two Muslim cooks are required for halal approval.
5. There must be no pork served and other non-halal meat in the kitchen / restaurant. Serving alcohol is something exceptional for foreign halal restaurant.
Note: HFCI can approve any restaurant in China, Hong Kong and Taiwan.

Two: Halal Food / products (by HFCI).
|
|
|
|
Definition: Food / products that are packed properly.
1. Application form filled-up – Do declare the products and ingredients used for the products (ingredient contains animal derivatives can be approved if the ingredient is halal / certified halal).
2. Hygienic and cleanliness is the criteria for halal approval.
3. Only products succeeded in the desk audit will be inspected for halal approval.
4. Halal certificate can be issued yearly or every two years.

Three: Food services
|
|
|
|
Definition: Food services is like Restaurant or Catering.
To apply halal for Food Services is similar to restaurant (This is very rare outside Malaysia. The same restaurant can provide food for party or gathering).

Four: Non-food product.
|
|
|
|
Definition: Cosmetic, usable goods like shoe, belt, etc.
1. Application procedure is similar to food product application.
2. What is detached is whether the cosmetic contains human part, pig and dog flesh on skin. Other animal can be accepted after being and tanned.
